I defer to Austro-libertarian Gary North on the matter:

An Introduction to Neoconservatism (http://www.lewrockwell.com/north/north180.html)

If there's anyone who can convince you that neoconservativism is the kind of neighborhood you wouldn't want to be caught in, dead or alive, it's Gary North. I'd about feel better about rubbing elbows with John Wayne Gasey.

What I gathered is that a conservative has one philosophy; "Leave me alone!"
The Neo-conservative philosophy would be, "If you try to stop my meddling in your affairs, you are the aggressor."
What we have learned about the Neo-con movement is that they love to use language, subtly changing the meanings of words so that they can mean the exact opposite of what they say. "Anti-conservative" would be a more appropriate name for "Neo-conservative".
