Deadliest Catch: Quota

In theory, it is intended to be safer, which was the main rationale for the change in the fishing rules. Limiting what private owners can catch, both national and international laws exist. How those quotas can be filled.

Hypothetical situation:
One farmer owns a hog farm. Another farmer owns a salmon farm. Waste runoff from hog farm is
killing salmon farmers crop. Now, what actions should occur from this point forward...

At least they aren't taking tax dollars and lives at the same time...
