Under what parlimentary or other methods can a congressman change his vote on the cap and trade energy bill once it has passed the house.

I think all the options have already been exhausted so only the senate can stop the bill now..but very willing to be wrong if someone can find a way to show this to be the case.

It's a motion to reconsider. I read somewhere recently that they can offer up one motion to reconsider a bill. Sometimes the Speaker will call for the motion right after it passes, thereby sealing the passage by taking away that opportunity. But I guess Pelosi didn't do that for this bill, so members can still call for the motion. I think I recall reading, though, that only those who were on the winning side of the vote can ask for it.

i thought the tabled the motion until after it would not be able to contest it ..thus killing that option
