At least I hope that this is a simple question....
When trying to make sense of what was really going on with the cap and trade bill I found this website from some sort of foundry:

My question is this: Does China have any sort of regulation on emissions? It seems to me (based on the graph from the link provided) that what remains of our manufacturing is going to go somewhere where emissions aren't regulated.
Probably a totally obvious statement, but I just wanted to be sure.
