I got a job with my college's polling agency, the Marist Institute of Public Opinion. Basically the way they do it is randomly call numbers in the state we're polling. These numbers can be house phones, business phones, pay phones or cell phones. We're only allowed to poll houses though, but its based on our own judgement of how the respondant answers the phone. There's no list of registered/past voters or likely primary voters or w/e. So it seems pretty fair and scientific.
One of the questions we have to ask is what would you rate your chances of voting this election. So i don't know if the people who process the data only use the self-described likely voters. Regardless any Ron Paul supporter should be a likely voter.

Many polling organizations will publish results for both, but the "likely voter" results are the ones that get media play.
