I was watching the two videos of RP talking about a proper solution to the North Korean conflict. In it he mentions that the Clinton administration gave North Korea the technology they now use to threaten the world. Can someone point me to this evidence?

Im still not really seeing it. It seems we subsidized them to close former reactors and dispense material in order to build LWR reactors. I thought LWRs were safer reactors that posed less risk of weaponizing material.
