So from what I understand, if and when HR 1207 gets 218 cosponsors Pelosi is simply going to sit on it, I guess. Then I suppose RP or somebody begins circulating the "discharge petition." I'm guessing we'd be lucky to get even half of the cosponsoring Dems. Pelosi will definitely be on the hot seat, I think.

Any Poli Sci people out there know what the history of bills like this has been? i.e. when a minority of the majority party pushes a bill over the 218 mark? What about 8 years ago? Were there Democrat bills that fifty or so Republicans cosponsored to get to 218? What did Tom Delay do in those situations?

Ron Paul has mentioned the discharge petition himself I believe. So I think he thinks he can get it out if Frank starts stalling or messing with the bill.

I don't think a discharge petition would be necessary. 35 committee members are sponsors (1 less than a majority).

I read that the last bill to go through like this was the bill that gave us McCain / Feingold finance reform.

My opinion is that merely having the majority might not be enough. Pelosi will make some calls and several Democrats will refuse to sign the discharge petition.
