When does the State Fill Up?

So I've been thinking... with the announcement of Rand raising funds in Texas, where does the State fill up and what happens at that point? $100,000?

From the lowest point within the border to the highest point within the border, it's about 120 pixels. Right now, 42 pixels are filled up.. Of course, that might not have any bearing at all... but it would indicate that it is a little over 1/3 of the way filled up.
