This, from the Ultimate Civics (http://www.ultimatecivics.com/?p=201) website:

This is a "Community Unity Exercise", designed to"Build a Community Consensus"...

Building confident self-reliant communities starts with creating a shared space where people can focus on what we share in common rather than our differences. This simple exercise will guide people to finding shared values, building a common vision, and taking collective action.

Instructions for Conducting Community Exercise
Allow at least 3 hours for this exercise!

Group Questions:
VALUE: What do you like about your community?
VISION: What do you what to be different in 20 years?
ACTION: What steps would you take to make the changes?

1. Organize a public meeting. (Make it a social—a picnic or potluck so people come).
2. Form circles of up to 10 people, including children 12 or older.
3. Give everyone 3 pieces of paper and a pen or pencil.
4. Ask everyone to write “Values” on one piece of paper.
5. Repeat Questions and give people 3 minutes to write answers for the question.
6. Ask each circle to designate a scribe.
7. Ask people to share what they wrote, taking turns, one item at a time, while the scribe records the answers.
8. Put checks by things that are mentioned more than once.
9. Share results with all groups while facilitator records on worksheet, grouping results by economic, social, or environmental capital (see Durango, CO, example)
10. Ask everyone to write “Vision” on another piece of paper.
11. Repeat steps
12. Ask everyone to write “Action” on the last piece of paper.
13. Repeat steps
14. Disseminate final worksheets to entire group, local media, and this website (if group approves).
15. Discuss ways to accomplish top action items.
16. DO IT.
17. Organize more public meetings to continue working on action items or to repeat exercise with more people…

Tangible Results
• Prioritized lists for growing community in ways that match people’s values.
• Empowered citizenry, including youth.
• Projects that people can work together on.
• Increase in Community Unity – People start to get along!

So let's break this down.

* Everyone gets together, writes down what their views are.

* Instead of expressing their views individually, they give them to the "scribe" of each group - a single person who expresses the groups point of view.

* The ones that don't match up to the group consensus are discarded by the "scribe".

* Then all the scribes in all the groups repeat the process among themselves to pass along to a "facilitator", who comes up with a "community consensus".

This supposedly comes up with "prioritized lists for growing community in ways that match people’s values"...but obviously, not everyone's values are counted.

Suppose one person has a really good, unique idea? Not good enough for the community, because not enough people thought of it.

The only "community unity" you're going to see come out of this will be one enacted by force, when people with dissenting ideas are forced into silence by the majority, because they are "going against the agreed community consensus".
