In a memo obtained by CBS 2 HD, the Federal Aviation Administration's James Johnston said the agency was aware of "the possibility of public concern regarding DOD (Department of Defense) aircraft flying at low altitudes" in an around New York City. But they demanded total secrecy from the NYPD, the Secret Service, the FBI and even the mayor's office and threatened federal sanctions if the secret got out.

Secrecy we can believe in. :)

When i think of reasoning for why they want it kept secret the only thing that i can think the reason would be is this ( and even i think its stretching it):

I think it was a test to see how the people of the city would react to another low flying plane approaching the buildings. I can't think of why they would want to do this but im sure many of you, including myself, have some ideas about why. I just can't wrap my head around the secrecy.

I saw a video of people screaming and hauling sas when they saw and heard it fly over.
