Well the problem is that the "government owns the airwaves". If the airwaves were treated as private property as they were when originally discovered, then we wouldn't have this problem.

I think this law makes it a no tolerance thing.

It's just silly. I find it hard to believe that the whole purpose of this is just in case some 4 year old is playing with the radio and hears someone say fuck.
