Yes Virginia, the state does confiscate your newborn's blood without your approval and does run tests on it, and will start weeding out those whose DNA marks them as likely to grow up to become an "undesirable".

The line was crossed when government started deciding who was married or divorced and who had kids and who did not (regardless of whether they did or did not actually have kids), imo.

MN Legislature to Vote Monday on Health Care "Ominous" Bills
We have heard that the omnibus 300-plus health care bills will be voted on by both the House and the Senate on Monday, April 27, 2009. The final senate bill will not likely be online until tomorrow, however, the House bill gives a good idea what's at stake in SF695 (Berglin) and HF1362 (Huntley):


Nationalizing Medical Records for Rationing Care - requiring all medical records to comply with Federal Standards, which will allow a national health data (surveillance) system to be established. The Stimulus bill requires one single electronic online medical record for every person. The electronic health record "must meet the standards established according to section 3004 of the HITECH Act...[and] must have the ability to generate information on clinical quality measures and other measures reported under sections 4101, 4102, and 4201 of the HITECH Act." (pages 43 - 54) This will enable...and data collection and tracking to pressure doctors to ration care according to government-defined "quality."

Prescription Tracking System - All doctors, health plans, hospitals and pharmacies must "establish, maintain, and use an electronic prescription drug program." All prescriptions tracked. Your choice of pharmacy tracked. Your pick-up (or failure to pick up) your medication tracked. (page 53)
Rationing ER Care - Managed Care Organizations will have a portion of the payment withheld if they allow too many Medicaid patients to use the Emergency Room. This "performance target" will put pressure on anyone and everyone to discourage access to emergency services. Given that the person authorizing the visit on the other end of the phone line cannot be certain that their "diagnosis" from a far is accurate, some patients may make it to the ER too late. Far better to empower Medicaid patients with real incentives to make wise decisions, like inexpensive catastrophic policies or true charity care for the truly needy - something these entitlement programs have yet to do.

Provider Tax Increase? Senate Tom Bakk, head of the Senate Tax Committee put a place holder in his Tax Omnibus Bill for a possible increase of the 2% MinnesotaCare Provider Tax—the tax on patients— that may be offered during negotiations over this bill. The Omnibus bill calls for $463 million out of the provider tax fund in 2010 and $560 million in 2011, nearly $100 million more!

Government Sharing Data on Citizens. "The Department of Human Services, the Department of Health and the Office of the Ombudsman for Mental Health and Developmental Disabilities may establish interagency agreements governing the electronic exchange of data on providers and individuals collected, maintained, or used by each agency." This could mean every registry, every tracking system available for linking and sharing of data on individuals. (page 168)

The Minnesota Department of Health has a bill to permanently take away due process rights under the auspices of "quarantine and isolation." They would be empowered to detain anyone anytime at their own discretion whenever they decide there is "an event threatening public health." No court order required. No public notice is required. They could come to your home, take you from your work, and detain everyone in the Metrodome. They are also asking that the authority to "shoot to kill" anyone who flees or resists being detained be made permanent.

They received this controversial authority after 9/11 on a temporary basis. They now want this authority to be made permanent. They admit that they have never had a situation for using these powers, but they want them anyway. They also want the commissioner empowered with new prescribing authority. This would give a "medical license" to the state commissioner of health. It would also allow detainees to be coerced into taking vaccinations, medication, treatments, etc. to avoid the threat of prolonged detention.

Call your legislators now. The Senate was unexpectedly planning to vote on this very controversial bill today (Saturday) but it was thankfully stricken from today's lists of bill. However, it a vote is expected next week and could happen as early as Monday or Tuesday.

60 Minutes with the Governor

VOTE COMING - The Baby DNA (Repeal Genetic Privacy Rights) bill will come before every legislators this coming week for a vote. Be sure your legislator knows your opinion on the bill! To find your legislator go to the CCHC home page.

CCHC asked for a meeting with the Governor to ask for a veto on the health department's proposed bill to repeal of the state genetic privacy law. We were offered 15 minutes. We got at least an hour.

Twila Brase, president of CCHC brought parents and several representatives of other organizations to the meeting (MN Family Council, Human Life Alliance, Catholics for Unity in the Faith)

Twila presented Governor Pawlenty with a copy of the legislation marked up with CCHC comments in each section that defined the concerns in each section. The governor listened, the attendees presented their concerns articulately and with passion, but it's clear that the March of Dimes, the Mayo Clinic, the University of Minnesota and his own health Commissioner have much influence. It's also clear that the Governor needs to hear from you:
