Question about earmarks

If you have a district that paid lets say 50 million in federal taxes, are the earmarks limited to the amount they paid?

Im just wondering if some districts are taking more than they put in.

No. Red states are more likely than so-called blue states to get more money back from the Federal Government in spending than they contribute in tax dollars. New Mexico and Mississippi for example get back more than twice what they pay in taxes with Alaska right behind them.
