If anyone wants more info on the bill, I posted the full testimony against SB62 (http://www.youtube.com/watch?v=cLyZ8Ye81W8&feature=channel_page) on Youtube, with explanations of the bill in the "more info" section. This "campaign finance" regulation can be very dangerous.

The bill in question passed the senate elections committee, the senate, and the house elections committee unanimously... in the house committee, they actually skipped our testimony, and didn't recognize us until after the bill was passed. However, afterwards, several floor amendments were proposed, and it was never even called to a vote on the house floor.

So the bill did not pass!

What is the background on this law? I am not in Kentucky and don't have a great interest in reading the entire text, has someone done a summary?

A short explanation is available in info on the Youtube I posted above, but basically this would require individuals to file with the Kentucky registry if they spent more than $1,000 promoting a candidate or even a political message. That includes setting up a website, etc. If they fail to file with the Registry, or file incorrectly, they could be convicted of the a felony.

The worst part is, one line completely exempts the media, granting them superior rights to the individual.

This is a little bit like a state version of McCain-Feingold (which applies to Federal elections), which Rand Paul has been very vocal in criticizing lately, and they've been trying to pass this in Kentucky since 2000. I am told (don't know for sure) that Kentucky is the only state that doesn't have a media exemption.

As you can tell from the quote in the video, the Kentucky Constitution is very clear on the definition of "press" - it doesn't mean an organization, it means the printing press. "... and no law shall ever be made to restrain the right thereof."
