The killer, believed to be a 42-year-old Vietnamese named as Wong, blocked the rear exit of the centre with his car before entering and opening fire.
Police chief Joe Zikuski said the man went into the building at around 10.30am local time (3.30pm UK time) on Friday.
Congressman Maurice Hinchey, whose district includes Binghamton, said the gunman had recently lost his job at IBM in Johnson City.
Mehsud last week claimed responsibility for an attack on a police station in the Pakistani city of Lahore that left at least eight cadets dead and dozens more wounded.
