If Ron Paul won, who would reduce the size of government?

Idealistic situation I know.. but say Ron Paul wins and he takes down the IRS, FBI, DOE, etc. Who would be the ones who would effectively shut the departments down and force people to leave?

The bureaucrats would clear out on their own once they stop receiving their paychecks.
