I think he meant of the next year of his presidency. He did change from this, but I don't think he ever meant he would withdraw all troops in two months.

I don't think people did based on the March 31st date; I recall that in the few months leading up to the election date, it was thought that it would be a 16 month time table.

Of course, it's not even that anymore.

and it was signed before the election even happened

the only difference is that Bush was planning to fight it and Obama plans to follow it
