This is how the other folks get their protesters:
Need paid protesters (Downtown St. Pete)
Looking for individuals who will be paid to protest a speech in downtown St. Pete.
Don't worry, this will be a very peaceful event. Nothing illegal whatsoever. You will just be holding a sign.
$20 for half-hour's work.
Must send phone number and, preferably a pic.

A quick search on "fosterforumula" pulls up Bill Foster (http://billfosterformayor.com/) (and his "Foster Forumula"). It was his speech that the ad was meant for.
So either he wanted "protesters" there as lame ducks, or they were sent by his competitor Deveron Gibbons (http://www.gibbonsformayor.com/).
