I gotta admit, I am not really sure what that was about. He made a point about proving guilt, but what is the context -- how was that valid given situation? I am a little confused, and I think Geitner was too. Like, was Ron Paul literally asking about the IRS or what???

I don't think he was very eloquent in what he was trying to persuade upon Geitner.

Geitner wasn't Confused. He did very well. The second bit was about the IRS having the burden of proof on them before slapping you with fines.

Ron isn't getting worse at public speaking he's bloody exhausted from working so hard non-stop on your behalf! He does about 10 huge events in one day, even one of which would be "one" big event for us in a year, were we to be in his shoes.
He needed to indicate in five minutes where he was coming from, trying to encapsulate about 100 points!
