I called twice and asked for answers in the past seven days, second time I got a call back.
Lauren said that the email she got back said that additional co-sponsors to this bill wouldn't really help anything, so McCaul will not be co-sponsoring it.
She said that McCaul would support this bill if it came to the floor, so that is good.
Is there any truth to a bill not needing more co-sponsors?
What needs to happen in order for this bill to proceed? (She didn't have an answer for that and neither do I.)

You got more than I did. Carter is my rep. I called and they said I wouldn't know anything until AFTER the vote.

My rep is a co-sponsor.
I email his office and told them that if he continues co-sponsoring this type of legislation, I will look forward to campaigning FOR him in 2010.

Failure to act on a bill is equivalent to killing it. Bills in the House can only be released from committee without a proper committee vote by a discharge petition signed by a majority of the House membership (218 members).
So it sounds like we need to start contacting committee members OR we need to have RP submit a "discharge petition" and start calling our representatives and telling them to sign that.
Edit: I think RP needs to decide which step to make and give us a call to action on the next step.
