Need help with figuring out the cost of college tuition with government subsidy.

If we look at financial aid and city colleges they operate at 24k per graduate. That number is ridiculous to me because I don't know any college that can stay afloat charging those sums. Are city colleges this good or is there some hidden funnel of money?

Government subsidization does wonders for the quality of education.

Oh wait, all that means is you will owe someone else your lifes work whether you bust your ass or dont lift a finger.
