In this video, one of the Fed's Rent-a-Cops yells at a guy for filming the Fed with a video camera. She says he cannot film ANY government building without prior permission. Since when is this private bank part of the Federal government?

A few important clarifications to your statements:
1. The "Rent-a-Cop" as you put it is a actual Federal POST Certified law Enforcement Officer.
2. As you pointed out in the post, she calls it a Federal Building, the actual owner of the building itself is not known as far as I know. It may be a Federal Building even if the residents agencies are not.
3.your post title though is very misleading.
4. Correct that the FED is a Private business.
5. You can film anything in public (Other then nuclear power plants)
The filmer should have pushed more. Giving away our rights is how we lose them
