back in the early 80s I needed to send an amount by mail that was just over $5,000, and the recipient wanted bank drafts each under $3,000.

so I planned on buying 2 bank drafts, at two banks (even then 2 bank drafts to the same name would raise eyebrows

so I went to a Citibank branch, and was shocked when they said no, because I was not a customer. something about how would they know where the money came from.

went to a savings and loan nearby, no problem.

then tried Chase for the other one. also no; the bitch even told me its illegal. no need to argue, so tried a regional bank. and again no problem.

at that time there was no such regulation. Citi and Chase just made it up. and it was system wide.

Citibank has always been in the forefront of ID requirements. they deserve to fail.
