Is Ron against wiretapping?

wiretapping of any kind? I suspect he's for it, so long as there's probable cause and a warrant issued.

About a week or so ago in Germany a terrorist plot was foiled and authorities are saying surveilence was absolutely necessary in discovering the plot.

surveilence would probably be done with the army. And yes as long as its legal(warrant) he is for it.

He's not against legal measures necessary to protect the people. Why would he be? The key word here, of course, is "legal".

Well I'm not speaking for Ron Paul but based on what I know of his positions, he would be for wire-tapping if probably cause was shown and an independent judge gave the OK.

As to who would be in charge, most criminal things are (should be) administered at the state level. If it involves national security, then either a revamped FBI, CIA or DOD might be involved. Most things the FBI and BATF are involved in prosecuting I think are outside of Constitutional bounds and so some elimination of things need to take place.
