Lest you think that this was proposed by some wacko congressman and left to die in committee, action was taken on this bill as recently as February 9 when it was referred from the House Committee on the Judiciary to the House Subcommittee on the Constitution, Civil Rights, and Civil Liberties. Perhaps you read about that?
