Goal: make representatives and their staff spend TIME on your letter/fax/phone call.
E-mails don't work.
Letters will be cut up by subject and filed away; might be a good idea to FedEx a letter to your representative. FAXs will also be cut up and also waste paper and time. Phone calls are also great and probably the best. Time with your views is the goal here. Make them spend all day with a 1000 negative responses and it will get in their head.
