How to Legitimize Vote Counting

We need to include a fail safe in the way votes are counted.

Does anyone know what steps are needed to get this done?

The actual method used to verify the accuracy of the count is the easy part. I'm sure a few hours searching google would turn up many good ideas.

But in order to actually see these changes implemented, what would we need to do? ie) get a petition going?
