Is it me, or should this kind of behavior (the pics) be interpreted as tacky and mocking? I know we don't know the exact context of his gestures but..

Maybe hes mocking the severe case of cognitive dissonance most Americans have regarding the Obama administration. Rahm knows full well Obama is no savior, and the constitution is long dead.
