I say, for the most part No. It is not like he didn't make any attempt, Israel just repeatedly shot him down. Now I am not one to ever stick up for Bush, but in this case I think in this case blaming Bush is giving to much of a free pass to Israel, and it is a convenient thing to the Democrats to do right now because it allows them to continue to look the other way when Israel does what they do.
