Is this real? Constitutional Convention?

Is any validity to this? I can't find anything on it. It's all over youtube.
If it is where would I find a list of the states that have already called for a convention?

I have been hearing about it here and there for a couple of days.
I could only speculate at best about what this might be.

I'm beginning to see less and less of a problem with this legislation. Here are the scenarios laid out, best and worst case:

VOTE FOR IT:
BEST: A suitable amendment is passed that requires the Federal Government to have a balanced budget except during time of war.
WORST: Our constitution is completely abolished and a dictatorship/oligarchy installed.....which leads to civil war.

VOTE AGAINST IT:
BEST: It is defeated. Obama reigns in Federal spending, balances the budget, and returns us to a budget surplus. (HAHAHAHAHAHAHAHAHAHAHA)
WORST: National deficits spiral even further out of control. The U.S. dollar goes to zero. Food riots break out, leading to decentralized civil war of multiple entities fighting for control.

Ultimately, the possible benefits seem to far outweigh the risk. Personally, I'm game for civil war should it become necessary, but I would much rather us return peacefully to a constitutional government.

What do you mean "except during times of war".

That will just encourage perpetual war (like we don't have it already)
