My apologies if this has been asked, but if Richardson takes a position in the Obama cabinet, would Johnson be eligible to run to fill out his term?

I know New Mexico has term limits, but since this isn't a full term, could he do it? Having him as a CURRENT governor would greatly help his chances in 2012
