I suspect that Cheney will go to Dubai. I'm not sure where the Bush-Paraguay rumor originated but it sounds plausible to me. I also heard a similar rumor that Ken Lay is alive & well in Paraguay.

I'm not sure that this is a rumor. It was all over the news about a year or so ago when Bush was buying that property in Paraguay. One of his daughters went to finalize the deal, as I recall.
