Anyone who's interested in getting a dystopian look at this issue, I suggest reading the "Otherland" series by Tad Williams. They're a bit drawn out, but the similarity to the internet's unfortunate future is frighteningly realistic.

One particularly poignant scene painted in the first book is when one of the main characters looks up at the welfare slums suspended above a major city, and internally laments that man will never tackle space in earnest, because of how irresponsibly we've spent our money elsewhere.
