Owens blasted both opponents over their fundraising and said he would put nearly all state legal contracts out to bid.

"The agendas of the political parties are to keep these no-bid contracts because that's the nature of pay-to-play politics," Owens said.

Barr to visit Oberlin College

Independent: Office needs nonpartisan leadership

COLUMBUS — Delaware attorney Robert Owens points to the corruption of recent years involving both major parties in Ohio when explaining why he thinks the time is right for the election of an independent to be the state's top law enforcement official.

Mr. Owens, 35, used the petition process to get his name on the Nov. 4 ballot to do battle with the two candidates handpicked by the Republican and Democratic parties in the wake of Marc Dann's resignation as attorney general in May.

'Both political parties have been caught red-handed doing the bidding of the political parties and advancing their agenda—the Republicans with Coingate and the Democrats with Marc Dann and his shenanigans,' Mr. Owens said. 'This is the time for the message that we need an independent attorney general who doesn't have this barrier between the people of Ohio and justice.'

For Mr. Owens, a former member of the Delaware City Charter Commission, this is the first run for statewide office. He considers himself to be a constitutionalist at heart.

'Unfortunately, these parties have blurred so much in so many cases that there's not a nickel's worth of difference,' he said.

He said he's the only candidate in the race bringing a focus on urban crime. He also has filed an action with the Ohio Supreme Court seeking to force the attorney general's office to turn over e-mails and other public records relating to activities with the Ohio Peace Officers Training Commission.

'The Ohio Homeland Security has a specific body within it called the Private Investigator and Security Guard Commission,' he said. 'The attorney general has a lawyer who sits on the commission and gives advice. Using the specter of 9/11, homeland security intends to regulate heavily all the private proprietary security operations throughout the state of Ohio.

'People who hire private security guards would have to go through massive regulations just for their ability to protect their property,' he said. 'Neither one of the other candidates made a peep about that.'
