In addition to things like social networking tools, if you choose to be a paying member at $35 per year, you can become a precinct leader too. This will give you access to detailed voter information for your precinct. This voter info for the entire country is costly so that is why there is a dues.
after signing up as a precinct leader the first thing you are requested to do is "get to know your precinct". There are some tools to find out things like what are the boundries, what is the political leaning of people there, how many voters are there, etc. Then you have to answer some questions about your precinct.
Seems pretty cool, the idea is that the precinct is the lowest level of political organization and we start there, with our neighbors.
