As I've said elsewhere, remove the incentives for the "volunteer" mercenary force and it'll mostly disappear regardless of economic conditions. Sure, current economic conditions will allow the services to reduce their incentives, but they'll never be able to maintain a viable force without monetary compensation. If the services just provided the amenities for survival and function, their standing armies would nearly evaporate. Standing armies aren't maintainable without either monetary, e.g. monthly pay, incentives (voluntary) or force (involuntary - draft).

This is how the central planners work. They generally call it "creative destruction". They destroyed the economy so they could build new and bigger ones, they destroyed little countries so they could expand the empire, etc.
