I think they attach it to a bill already passed by the house. Then send it back to the house for approval.

Yes. You are correct.

They're making it an amendment to the bill "To amend the Internal Revenue Code of 1986 to provide earnings assistance and tax relief to members of the uniformed services, volunteer firefighters, and Peace Corps volunteers, and for other purposes".

Actually, foofighter, there certainly is revenue theft involved. The above posts are correct. This is just the Senate adding tons of pork to an existing bill that has already come from the House.

They can't initiate a pork bill but they can fatten one up. A lot.
