It's a house term they use. Not an actual "martial law" we think it means.

he meant it was like martial law in congress because he was thrown out of meetings and how the legislation is not made very accessible.

It appears there is a martial law in effect for the House of representatives. I didn't even know that was possible. The Democrats are responsible for it too.
