I think all these banks and other companies that are failing should offer additional stock to the public. So then, instead of having Congress stick it to the taxpayers, individual investors can buy into it. The banks just say how much money they need, offer a bunch of new shares, and hold auctions for each share. Perhaps these new shares should account for 10% ownership.
This way, only the current stockholders will suffer. Why should people that play by the rules and have nothing to do with this mess suffer?
