Please READ (http://www.ronpaulforums.com/showthread.php?t=159146). I've already found that this bill is an infinite spending plan with a debt ceiling cap not to exceed 700 Billion in liabilities. This allows for the Treasury to purchase 700 Billion in debt yet report the value differently than the actual value. As the treasury sells off these toxic debt packages they can request more funds.
