Congressional martial law???

In 2 different interviews - 2 members of congress including Mr. Sessions, mentioned "martial law"

that means that they have to vote on the bill without seeing it first????

It expedites the process, I think. I don't know any specifics. They're voting at 8 am tomorrow, I believe, and debating more tonight.
