"MARTIAL LAW IS A CONGRESSIONAL TERM THAT MEANS "TO ALLOW BILLS TO BE BROUGHT TO THE FLOOR AFTER NEGOTIATIONS ARE COMPLETED."

Incomplete definition:

a process known as “martial law” to allow these bills to be brought to the floor very shortly after negotiations are completed, with the result that Members of the House are likely to have virtually no time to examine and consider the details of the legislation before they will be required to vote on it.

while that is not the same as a military invasion of your country, it is about as bad.

the idea that this bill may see a vote without any real review of the bill is criminal. his opinion that it be posted online is correct.

Can't the congressmen just not vote on it?
Or vote against it.
They should anyway if they haven't read all of it.
