It has come up in discussion, and I would like a strict Constitutional viewpoint / explanation on the 11th Amendment.
Can anyone either help or point me in the right direction?

Who knows who wrote it or what thir agenda / education was. That's why I am looking specifically for a liberty/Constitution oriented opinion on it.

It is one of only two constitutional amendments adopted explicitly to repudiate a Supreme Court decision (the other being the 16th Amendment) and there is some belief that it was intended only to reverse the holding in Chisholm v. Georgia (1793)
There are plenty of instances where their is diversity jurisdiction in a federal suit -
but you must sue in a court that has standing against that defendant.
