Not correct. None of them have any real power. They do as they are told.

He isn't just a figurehead. That would imply that he has no real power. If you want to look at the relationship between the President and the cabinet, it is similar to the relationship between the Captain of a ship and the Executive Officer. The Captain (or President) makes all the cool decisions, like when to chase a ship (or what administration policy is) and the Executive Officer (or cabinet) just do all the dirty work to get the Captain's orders executed.

oh, if you are referring to actual "work" being done, then yes, I'd have to agree that Bush probably doesn't do a whole lot of that.

depends on the specific person. In cases like the last several presidencies, the behind the scenes work has been done by advisors and other "trusted" people. On paper, the POTUS has enumerated powers. In practice, it doesn't seem to work very well. JMHO ;)

Almost everyone voted before the 20th century. If you didn't vote, you either were on your death bed, or couldn't legally vote.
