In a "Federal" election it is only serious stuff if you are not backed by either the republican or democratic base. If you are backed than you can do damn near anything.

Why not terminate her contract? Simple tell her as you have seen no result you will look elsewhere for service. That should settle that deal? Meanwhile until you find someone you can trust; make the phone calls asking for donations yourself or get Family members to do it.
