Please read this article and tell me what a "Ron Paul Republican" Stance would be on this issue. I see the pro's and cons and so far I don't think I'm for something like this happening, it doesn't seem like a free market economy idea.

The threat wouldn't old water if the city didn't have control of it. So, bad.

Yeah, I think the threatening of that was wrong, but at the same time it is the city's infrastructure and maybe people outside of the city shouldn't be allowed to use it.
I'm for selling the water systems to a private company though, I think they can do it better, more efficiently, and become a tax-paying business versus a tax-draining service.

hmm. Ther would be no towns in my ideal world, so what is there to say? Towns are unnatural, they are creations of statists, that is why you see things like this take place. Towns are worthless.
