I booked a room at the LaQuinta Inn in Bloomington.

Will I need to rent a car or is public transit good enough to get me where I need to go including back to the hotel at 3AM?

I doubt that the buses run at 3am...and I wouldn't want to rely on a bus to get me to the airport for my return flight back home.

It depends on what events you plan on going to. The bus system is pretty good, and you should be pretty close to the light rail.

If you can find some other people to split the cost of the rental car with, it would probably be worth it for the convenience.

The Target Center is working with Metro Transit to increase the number of light rail cars and buses going back after the event. Or if you just stay out long enough, all the transit will be ramped up for the morning rush hour!

Better info on the public transit system will be going up on the website soon.

The light rail line does go directly from the Target Center to the airport.

Also, most hotel front desks will shuttle you to the airport if you're close. Ask!

Anyone know what time in the am they start heading back to the airport or is it a 24/7 deal. Looked at the site but could not really find the hours of operation. Also any good tips on bar/restaurant that stays open late? I see some have a 4.00 am permit. I need a place to eat and hangout late after the rally before return flight. TIA

24/7 with fewer trains typically going during the night. We'll have more info up on the Rally site soon re: public transit and possibly bar suggestions, so keep checking.
