The Red Cross determined the culpability of the Bush administration after interviewing prisoners at Guantanamo Bay, according to the article.

Wow. I didn't realize that the Red Cross had its own Supreme Court.
Our Founding Fathers defined the king of England as a tyrant prince. I assume they were implying that he was immature. So, I just consider he probably views this type of torture to be similar to the typical types of hazing that he had to endure when he attended Yale Univeristy as a young tyrant prince. Of course, he is still a tyrant prince though one has to give him credit for trying to spread his 2.0 GPA Bushocracy around the world.

when is the Red Cross going to be accountable for 'helping' Russia, as detailed in "The Creature from Jekyll Island".

Fine and all to point fingers at GWB, but the finger-pointer isn't exactly spotless either...

Could it be that buck stopped at Rumsfeld or Cheney and not at Bush? Or Bush would be held accountable in courts for any torture of US prisoners.

Red cross can only file a suit but not deliver verdict. This is going to be a messy affair if any US or world courts actually did undertake such a trial for these alleged war crimes by Bush administration.
