Here's a first draft of two important sections, this also outlays some official policies- feedback is appreciated. :)



Donations and Voting

Voting Process

The Liberty Straw Poll is open for all candidates that fulfill the qualifications of submitting an application to be a part of the straw poll event. These candidates will then be reviewed by an independent vetting team that will select the top seven candidates that support liberty and have the most promise to win their race.

Anyone interested in voting in the straw poll may do so provided they meet the necessary legal qualification to donate to the PAC. Once the donation is made a unique voting key is provided as a receipt. This voting key should be kept private. Individuals can purchase as many tickets as they wish but are limited per annual PAC donation of up to $5000. Ticket sales will end at an announced time before the event begins.

After the event has completed, voting will begin. To vote, you will need to visit the special voting page specified with your ticket purchase receipt. On the voting page you will enter your unique voting key, an e-mail address and your vote selection. After submitting your vote you will receive an e-mail as a receipt showing your vote and a unique receipt key number, this e-mail will also be sent to a 3rd party mail server that can not be tampered with to hold a record of each receipt.

The polls will remain open for a pre-defined time frame, if there are technical issues with the voting system then the voting time frame may be extend an hour, two hours or an entire day or more in the event of highly unusual circumstances.

Once the polls close the results will be tabulated and reported. Additionally, a table of all unique keys with their vote and the time the vote was recorded will be made available, this will allow each individual to verify their vote was reported correctly for the final tabulation. The total number of votes cast will later be cross referenced with the number of tickets sold as determined by the money raised by the PAC to verify the final tabulation has the correct number of votes.

If you have concerns about the veracity of your vote or the overall outcome notify the candidate who is potentially being affected. If a candidate's campaign wishes to inquire about an issue a full investigation will take place under the watch of the independent Liberty Straw Poll ethics team.




Donation Process

Funds enter the Liberty Straw Poll when individuals purchase straw poll tickets for voting in the form of donations to the sponsor PAC. If a credit card is used, a processing fee will be paid to a third party credit processor.

When a candidate wins the straw poll (based on the pre-established structure) the PAC will write the largest check possible to that campaign which is the lesser of $5,000 and the ticket revenue reserved for that campaign (based on the pre-established structure). All additional funds will be used to support the winning candidate(s) with advertising within their district.

PACs that operate with no internal costs will be used, expenses are only for 3rd party services for ad space, air time, printing and the like. In the unlikely event that the straw poll voting could not take place or there is some dispute the following mitigation process will be followed:
+ Candidates can negotiate a desired resolution that will be honored.
+ The Liberty Straw Poll team will seek to suggest a resolution.
+ The Liberty Straw Poll team will create an independent investigation team to determine the facts and merits of the issue. If the team reaches a two-thirds super majority agreement to a resolution, it will be honored.
+ The Liberty Straw Poll will reschedule a new event with the same participates.

All PAC expenses are reported to the FEC, if you have an issue of concern about the PAC report it to the FEC and notify the Liberty Straw Poll ethics team leader.

Welcome to the Liberty Straw Poll, our purpose is to raise awareness and funding for liberty minded political candidates through the use of straw polls within the online community.

Our straw polls are centered around an online broadcast where select candidates each get an equal turn to speak in order to compete for straw poll votes from those who bought a straw poll ticket and are listening in. The Liberty Straw Poll is an effort to raise awareness and funding for liberty minded political candidates, please see our <<donation and voting>> page for details on how the process works.

We are currently sponsoring a congressional candidate's straw poll that is scheduled for September 24th, application will be accepted up to and including August 15th. There are no fees to apply and all information will be kept confidential.

In order to keep the conference run-time to a desired length only seven candidates will be able to participate. An independent candidate review team will identify the seven candidates that they foresee as having the best opportunity to win their district based on campaign attributes, opposition and the demographics of the district. After the review is complete the seven candidates will be announced, no other information will be released including an application list.

I can't think of a better way to make suggestions than to rewrite parts of it and let you pick what changes you like. I don't like my wording better as a replacement, but it might give you some ideas.


Voting Process

Candidate Participation

LSP employs a simple application process by which candidates may apply for a position in the Straw Poll event. Why the changes:
A) 'is open for all candidates that fulfull the qualifications of submitting an application...' isn't true -- they must also pass the vetting test.
B) 'top seven candidates' gave me the feeling that the choice was objective, and it's not

The Voting Process

The crux of LSP is the straw poll event itself -- where participating voters from all over the world can voice their opinions on which existing Liberty candidates have the honesty, integrity, and opportunity to carry on the torch of Liberty that Ron Paul's campaign has passed to us. But what is required to be a voter in the straw poll?

Voters in the straw poll must a) meet the <<link>> necessary legal qualification to donate to the PAC <</link>> b) donate $10 to the PAC in return for a voting ticket. That's it! The receipt of your donation will include a unique voting key which should be kept private, and will ensure that your vote is counted and can be verified by both you and LSP post-election. Individuals can purchase as many tickets as they wish, but PAC donations are limited to $5000 annually. Tickets may be purchased until the 'final call' is announced on the LSP official broadcast, just prior to the poll.

Why the changes:
A) if this is an 'overview', i thought it might improve if slightly more conversational, with a sort of FAQ or LSP for dummies feel, so i added that first paragraph and 'that's it!' etc. not totally convinced that's a good idea, it sort of depends on which part of the website this text will be displayed.
B) 'are limited per annual PAC donation of up to $5000' seemed awkward to me

After the broadcast, when all candidates have had their opportunity to present their case to LSP voters, the voting will begin. Each voter will need to visit the special voting page specified by the ticket purchase receipt. On this voting page, the voter will enter the unique voting key, an e-mail address, and his or her vote selection. After submitting the vote, the voter will receive an e-mail showing the vote and unique receipt key number - which can later be used to verify the vote if any questions arise. A backup copy of the e-mail will also be sent to a 3rd party mail server that cannot be tampered with.

The polls will remain open for a pre-defined length of time, the only exception being technical difficulty. In the event that technical problems require leaving the polls open longer to ensure that all votes are fairly casted and tabulated, LSP's vetting team will determine the length of extension necessary, with oversight by LSP's ethics team.

Once the polls close, the results will be tabulated and reported via broadcast and on the LSP website. Additionally, a table of all unique voting keys along with their vote and time the vote was recorded will be made available on the website. This will allow each individual voter to verify their vote was reported correctly for the final tabulation. The total number of votes cast will later be cross referenced with the number of tickets sold as determined by the money raised by the PAC to verify the final tabulation has the correct number of votes.

Ethics Team

To help assure a fair process, the Liberty Straw Poll has established an independent ethics team which has full and constant access to all data internal to the Liberty Straw Poll but has no decision making authority to sustain neutrality. The ethics team can both highlight potential problems before they arise to the Liberty Straw Poll or to anyone if a problem is found. Dispute Resolution

If you have concerns about the veracity of your vote or the overall outcome notify the candidate who is potentially being affected. If a candidate's campaign wishes to inquire about an issue then a full investigation will take place under the watch of the independent Liberty Straw Poll ethics team.

In the unlikely event that the straw poll voting could not take place or if there is a dispute the following mitigation process will be followed:
+ Effected candidates can negotiate a desired resolution that will be honored.
+ The Liberty Straw Poll team will seek to suggest a resolution.
+ The Liberty Straw Poll team will create a nine person independent investigation team under the watch of the ethics team to determine the facts and merits of the issue. If the investigation team reaches greater then a two-thirds super majority agreement to a resolution, it will be honored. Seven of nine is the needed majority.
+ The Liberty Straw Poll will reschedule a new event with the same participates as possible.

All PAC expenses are reported to the FEC, if you have an issue or concern about the sponsor PAC then report it to the FEC and notify the Liberty Straw Poll ethics team leader at ethics.libertystrawpoll@gmail.com.
