Apparently, fearing that all this talk of "change" will draw crowds of the panhandling homeless near the elite attendees of the DNC convention, the city is going to lure them with culture.
Using tax money to buy bus passes, zoo and museum admissions, and big 'ol tee-vees for the kiddies.
